Parliament

Opiranttashne

Knabian Parliament is broken up into an upper house, the Doruktash (State House), and a lower house, the Korpostash (People’s House). Together the houses make up the legislative branch of the Republic and are responsible for bringing a bill into law. A bill may start in either house but must pass through both in order to become a law. Only Parliament may declare war.

Doruktash - Upper House

The Doruktash has 105 members, 20 from each state, and 5 from the Inner Knabian Territories.  Members are selected by state parliaments and serve staggered 6 year terms. The Doruktash is presided over by the Vice Prime Minister, who is elected from the body of the Doruktash, most often coming from the majority party or coalition. The current Vice Prime Minister is Adrutok Forluun of the Cruisian Democratic Party of Knabia (CDK).

In addition to it's regular legislative duties, the Doruktash is responsible for approving most presidential and ministerial appointments. It cannot originate tax or appropriation bills.

The current composition of the Doruktash is as follows:

Korpostash (Lower House)

The Korpostash does not have a fixed size, but each state is allotted one representative for every 200,000 people.  The size is readjusted after each census.  Korpostash representatives serve staggered 4 year terms with no limit and are elected through proportional representation. However, in oder to ensure that voters can be familiar with the candidates put forth by their parties, the states are broken up into voter districts wherein the PR voting takes place. A party must have at least 5% of the vote in order to send its representative(s) to the Korpostash.

The Korpostash is run by its president. However, the sheer size of the house would be almost unmanageable for one person. The President is thus aided by six Vice-Presidents. The current President of the Korpostash is Apilax Mundé of the Social Democratic Party of Knabia (SDK).

The Korpostash can induce a vote of no confidence in the Prime Minister, forcing him or her to step down and a new one to be selected.

The current size of the Korpostash as based on the most recent census is as follows:

State

Because the Korpostash is so large almost all work is done in committee and votes are pledged toward a bill before voting actually begins with the entire group.

Both the Korpostash and the Doruktash convene in the New Parliament Building accross Capital Square from the Imperial Palace in Vergamon. The Korpostash chamber occupies the entire north wing and can hold all 1,440 representatives with room for future expansion.
